VENDOR REGISTRATION & BID OPPORTUNITIES

The City utilizes PlanetBids, an online procurement and electronic bidding platform, to streamline its purchasing processes. To view our current bid opportunities please visit the City's PlanetBids website. If you are interested in downloading the complete bid package and submitting a bid, you must Register as a vendor. Registration is simple and free of charge.

If you would like to be added to our list of Emergency/Disaster supplier or service providers, please register on PlanetBids, under the "Emergency Operations" tab.

ASSISTANCE WITH PLANETBIDS

Should you run into any technical issues on the PlanetBids website, please feel free to contact the City's online bid management provider, PlanetBids, at 818-992-1771. Their friendly customer service representatives are eager to help you to register as a vendor, update your passwords and profiles, upload/download your documents, and submit your electronic bids and proposals.

PURCHASING RESPONSIBILITES & GUIDELINES

The City's Purchasing division assists City departments by reviewing and issuing all invitations for bid, requests for proposal, vendor contracts, purchase orders, and insurance certificates (related to contracts and purchase orders) to ensure compliance with the City's Municipal Code, the State of California's Public Contract Code, and to reduce liability exposure. 

INSURANCE & BUSINESS LICENSE

In order to begin work with the City, we require your current insurance certificate on file, meeting our minimum Professional Services & Minor Construction Requirements(PDF). Please note that additional coverages may be necessary and are determined on a per project basis.

If you are operating within City limits, you must possess a current City of Hemet business license. Details on how to apply can be found on the City's Business License Page.

LOCAL BUSINESS PREFERENCE

In an effort to address the needs of the City and the business community, the City Council adopted a Local Vendor Preference Program effective February 8, 2018. The program provides a preference to Hemet businesses interested in bidding on supplies, materials, equipment, and contractual services solicited by the City.

HOW LOCAL VENDOR PREFERENCE WORKS

A local vendor that submits a bid for materials, supplies, and equipment, within 5% of the lowest bid (non-local vendor) will be awarded the bid if they are willing to reduce their bid to the lowest bid amount. Moreover, for solicitations that are based on criteria other than lowest price (e.g. Professional Services - where experience, quality, schedule, etc. may be additional factors), a 5% preference will be added to the final evaluated local vendor score. Specific information is provided with each bidding opportunity.
