Comprehensive Safety Action Plan (CSAP)

The City of Hemet is developing a Comprehensive Safety Action Plan (CSAP.) Hemet's (CSAP) will provide a data and community-engagement driven roadmap to reduce fatal and serious collisions across the City by guiding safer and more comfortable street for walkers, bicyclists, transit riders, and motorists.

Safety Analysis Report

The Safety Analysis Report is one of the essential components of a Comprehensive Safety Action Plan (CSAP). This report examines the characteristics of recent collision history in the City of Hemet, occurring between January 2020, and December 2024. It summarizes and analyzes statistics related to each collision’s notable attributes (party characteristics, injury severity, type of impact, primary collision factors, etc.), ranks the locations in the City with the most collisions and injury frequency, and identifies roadway infrastructure profiles in the City where collisions occur disproportionately.

Equity Assessment Report

Equity considerations are a required component of the CSAP, and the Equity Assessment evaluates social disparities in the City of Hemet resulting from past planning and governmental actions. The assessment highlights environmental and socioeconomic vulnerabilities to help refocus priorities and ensure inclusive, data-driven safety improvements, particularly for historically underserved communities. It informs targeted outreach, collaboration, and prioritization of recommendations in high-need areas. The report summarizes city demographics, analyzes equity measures using state and federal tools, and outlines how the findings will guide next steps in CSAP development.

Comprehensive Safety Action Plan - Task Force Meeting #1

Hemet secured funding and initiated the CSAP to enhance traffic safety and overall quality of life for residents. As part of implementation, CRA will prepare a grant application to begin the process. Collision data used for the CSAP includes publicly maintained roads but excludes private roadways and may have some gaps near city boundaries. The data does not indicate whether pedestrians or bicyclists wore bright clothing at night. The analysis period spans 2020–2024, beginning around the time a raised median was installed on Florida Avenue in 2020. The meeting also included discussion of pedestrian collisions occurring in the middle of the roadway.

Comprehensive Safety Action Plan - Workshop #1

The Hemet CSAP community workshop engaged residents in identifying priority transportation needs and locations requiring roadway and public-use infrastructure improvements. Eleven participants attended the workshop, which began with an overview of the project, including completed safety and mobility analyses. Participants then took part in interactive mapping and prioritization activities to highlight key issues, opportunities, and top priorities for improvement.
